Mr. Rowland has many years of experience as an attorney concentrating on land use, environmental, administrative, and constitutional law. He was primary attorney for two solid waste management companies in Washington state where he worked on governmental agreements, contracts, public agency coordination, and extensive litigation.
Mr. Rowland's law practice has consisted of advising and implementing development projects in the areas of design, planning, regulation, and politics. His legal research experience is extensive and he has written many letters, memos, and briefs based on that research. He has represented clients at public meetings, administrative hearings, legislative proceedings, and in litigation at the local, state, and federal level.
Mr. Rowland's planning career has focused on collecting, organizing, and presenting information for analyzing and documenting the impacts of land development projects. He has worked on major environmental planning projects and coordinated the permitting and documentation of controversial development projects in several states as either a consultant or an attorney. He has researched and documented many land use proposals and coordinated the production of large environmental documents for public and private sector clients.
